I’ve never read that Germany had an efficient bureaucratic system, but I didn’t expect it to be that bad based on how efficient and organized many German organizations can be. Your two-part story and situations sound very similar to some of the stories I’ve heard in Spain, but I think people come to Spain knowing things will be disorganized. It’s baffling to know how many rules aren’t listed anywhere. These stories and experiences scare people into getting lawyers when immigrating, but from my experience, lawyers can’t keep up to the ambiguous and ever-changing rules either.
